If you are in the hiring process for a New York City Civil Service job and you would like to find out when your eligible list expires:

The DCAS help line will tell you when your list was established, and when it will expire. The expiration date is usually 4 years after the list was established or promulgated.

If you received a NYPD Disqualification letter you would probably need one (1) year to process your appeal, and if you succeed in your disqualification appeal, be appointed to the NYPD. Therefore, you should write to your investigator and request that action be taken on your file to allow yourself sufficient time to appeal if you are disqualified.

DCAS Notice of Examination and Need to Enter Tasks Performed

New York City’s Department of Administrative Services writes, administers and grades all Civil Service Exams.

A Notice of Examination states the job requirements for a civil service title. A Civil Service job candidate when filling out the application, which is often online, should keep the job requirements in front of them as they fill out the forms.

You must write that you performed the specific tasks listed in the job requirements for at least the minimum amount of time listed for the job. If you are not specific regarding the tasks you performed with the percentage of time you performed them you will be disqualified.

The first appeal is to the Committee on Manifest Errors (CME). You will be allowed to explain that you have the required experience as listed in the Notice of Examination but it still may be “too little, too late”, and you may receive a letter that your next appeal would be to the New York City Civil Service Commission.

You may also want to take a photo of the tasks page as you fill it out just in case of a software glitch.

Failure to write that you performed the tasks listed in the Notice of Examination will result in your disqualification.

DCAS Special Officer Disqualification Reversed

In a lawsuit brought by the New York community service Society for petitioner, KM, Judge Moulton of the New York County Supreme Court Held That BOTH the Department of Citywide Administrative Services and the New York City Civil Service Commission Failed to Consider Correction Law Article 23 a in Disqualifying the Petitioner. Petitioner applied for DCAS special officer title and was disqualified. She appealed to the New York City Civil Service Commission who upheld the disqualification. Article 23 – A of the New York State Correction Law which was enacted in 1976 attempts to eliminate the effect of bias against ex-offenders by imposing an obligation on employers and public agencies to deal equitably with them by setting out a broad general rule that employers and public agencies cannot deny employment or license to an applicant solely based on the applicant status as an ex-offender.
