It outlines the NYPD psychological Notice of Proposed Disqualification (NOPD) steps, followed by what you should do if you receive a Notice for a 2nd interview. It further explains what you should do if you receive a Notice of Disqualification (NOD), which can be appealed to the NYC Civil Service Commission.

Appealing NYPD Medical and Psychological Disqualifications

New York City Personnel Services Bulletin 100-10R addresses the process of appealing a civil service job disqualification.

New York State Civil Service Law and the New York City Charter authorized the DCAS Commissioner to disqualify a candidate for medical or psychological reasons.

3 1/2 Hour 2nd Psychological Interview Resulted in Reversal of NYPD Disqualification

One of my clients was recently called to a second psychological interview with the NYPD.

The interview lasted 3 1/2 hours.

What can you take from this?

One, is that these interviews and processes are not taken lightly. If that were true, the psychologist would not have spent 3 1/2 hours with the candidate and would not have been that thorough and complete when questioning the candidate who had appealed their disqualification.

Two, is that this is a very serious matter, and the NYPD psychologist wanted to be sure before approving the candidate.

Three, is that the NYPD is increasing it’s hiring and is looking for candidates to appoint, so they will thoroughly cover every topic of concern in their interviews.

The candidate was successful and was informed by the NYPD that they had passed the interview and would be returned to processing for entry into the Police Academy.

Accordingly, I would recommend that if you receive a disqualification, you seriously consider appealing the psychological interview. As always, it’s not going to get worse, as you are already disqualified. Due to increased hiring and future scheduled police academy classes, the NYPD looks at candidates who appeal as people that have a strong desire to be a Police Officer. When you pursue an appeal, you are letting the NYPD know that you are willing to invest your time and make a case that you are suitable for policing.

NYPD Psychological NOPD 2nd Interview

If you receive a Psychological Notice of Proposed Disqualification (NOPD) from the NYPD, you have 30 days to decide whether you would like to appeal.

If you do not take action, the disqualification will most likely affect your chances of ever being hired by other law enforcement agencies.

The good news is that the NYPD has begun a second psychological interview or a NOPD interview for some candidates choosing to appeal.

This second interview occurs at a different location, with a different psychologist from the first NYPD doctor that interviewed you. Based on the initial doctor interview and your medical expert or MHP – mental health professional’s report, this interview with a different NYPD psychologist has been leading to success for some people who are getting their Psychological Disqualification reversed before having to appeal to the Civil Service Commission. This is good news for candidates, as you may succeed by appealing your original NOPD disqualification.

NYPD Psychological Disqualification – 2nd Interview

There has been an increase in NYPD Notice of Proposed Disqualification (NOPD) emails going out to candidates. On a good note, if you receive one of these emails the success rate following second interviews has increased recently at the NYPD Psychological Services Units located in Lefrak City in Queens, as well as the alternate location in Brooklyn.

You need to file a Disqualification Appeal in order to get this opportunity. When you receive the email, it will state that you have 30 days to appeal.

I offer free phone and ZOOM consultations for those who have questions about the appeal process and their chances based upon their history and the original psychological interview with the NYPD psychologist. If you do not appeal, your chances of winning an appeal later on in your life after another examination are greatly reduced.

The fact that there is an appeal process shows that hiring agencies can be wrong in judging character and psychological suitability of candidate. The appeal process also shows that a second interview with a senior or reviewing psychologist can find that the reason and/or rationale cited by the original interviewing NYPD psychologist was misplaced or wrong.

Also, a reviewing NYPD psychologist can find that the testing scores on instruments such as the Minnesota Multiphasic Personality Inventory (MMPI) and the California Psychological Inventory (CPI) have been misapplied or misused by the interviewing psychologist.
